The HFMA is concerned that assessing compliance with some of the conditions of the licence will be difficult. The aims are laudable but practically achieving those aims will be difficult and assessing progress may be even harder. As most of the licence conditions are statutory requirements it is not clear what the licence adds to the regulatory framework.
