In their engagement document, they said they planned to manage the impact of the new currency design, and other changes that affect prices, by smoothing the introduction of some price changes.

The document said HRG4+ would allow better identification of the resources needed to treat patients with different levels of complexity.Image removed.

A number of proposals made in the initial 2015/16 tariff are included in the 2016/17 plan. These include national prices for cochlear implants and dialysis for acute kidney injury.

Other proposals include the addition of new best practice tariffs (BPTs) for emergency admissions for heart failure and non-ST elevated myocardial infarction. The consultation proposes changes to other BPTs, including an increased number of procedures covered by the day case BPT and changes to the stroke BPT.

Annexes, published alongside the document, include greater detail on draft price relativities and best practice tariff calculation assumptions.

There will be a separate engagement on specialised services reimbursement, while proposals on the efficiency factor, cost base and service development will be finalised following the outcome of the government spending review.

The consultation closes on 14 September.
