The judges commended Mrs Walker for a range of work, but particularly for the pioneering collaboration between the CCG and foundation trust, which she led alongside Mr Worthington. This has culminated in their aligned incentives contract – broadly speaking, the contract gives the provider a minimum income guarantee with incentives to reduce costs.
The judges said: ‘This well supported application highlighted in particular the significant innovation in collaboration and contracting achieved across Bolton. Annette has been engaged with a number initiatives at both a local and national level and supported the process for Bolton CCG to be one of the earliest CCGs in the North West to achieve level 3 FSD accreditation.’
The aligned incentives contract also took the Innovation Award for the CCG and Foundation Trust. The judges said the contract was ‘genuinely innovative’ and could provide a blueprint for better commissioner-provider relationships elsewhere.
The HFMA presented eight awards at a ceremony held during its annual conference in London, as well as a number of personal awards to members who have made a significant contribution to the association. The second annual Future-Focused Finance Award was also presented and won by Ben Roberts, also from Bolton NHS Foundation Trust. The trust head of finance transformation and FFF value-maker is one of the driving forces behind the FFF Finance and Clinical Educator scheme.
