Most ICB finance leads appointed

Data collected by Healthcare Finance shows that 37 of the 42 ICBs have made a public announcement of a substantive chief finance officer. An article in the June issue of the magazine identified that 27 ICB finance directors or chief finance officers had been confirmed, but this increased as 1 July approached.

As of 1 July, only a handful of posts remain to be filled substantively, though interim arrangements are in place. Dawn Scrafield is interim director of resources at Mid and South Essex ICB and remains chief finance officer at Mid and South Essex NHS Foundation Trust. Richard Eley is interim chief financial officer at Buckinghamshire, Oxfordshire and Berkshire West. Suffolk and North East Essex ICB has appointed Chris Armitt acting director of finance.

Nicci Briggs is currently executive director of finance, contracting and corporate governance at Leicester, Leicestershire and Rutland ICB, but is due to take up the CFO post at Cambridgeshire and Peterborough ICB soon.

Recently announced finance directors include Roshan Patel (Hampshire and Isle of Wight ICB), and Alison Henly (Somerset ICB).

Thirteen of the substantive finance leads announced so far are female and 24 are male.

Most of the new finance leads (22) move to the ICBs from clinical commissioning groups, though 10 provider finance directors have been appointed, including three of the five London ICB finance directors. A small number have moved to ICBs from NHS England and NHS Improvement regional offices or other health and care systems.

Some finance leads have additional duties, such as Stuart Poynor at Nottingham and Nottinghamshire ICB, who is director of finance and deputy chief executive, and Claire Skidmore, who is executive director of finance and deputy accountable officer at Shropshire, Telford and Wrekin ICB.
