Rachel Owen
Senior Finance Manager – Financial Accounting and Control, NHS England and NHS Improvement

Rachel is currently a senior finance manager for NHS England in the financial control directorate leading the operational team that is responsible for completing the group financial statements, accounting for £120bn of spend from over 190 entities. Her role also provides support to NHS England and CCGs on financial accounting and VAT topics.

She began her career as a chartered accountant in audit and then moved to work in corporate tax.  Her first move into the public sector was working for Leeds Teaching Hospitals and since then she has spent all her time in the public sector specialising in financial services and accounting, process improvement and shared services.  She worked with a variety of government departments in the time she spent working for DWP Shared Services and then took the opportunity to move back into health in 2013 to join NHS England.

Outside of work she is Vice Chair of a primary school governing body and keeping her grounded is her family.  She has four boys who are all sport mad which means any spare time is usually spent on the sidelines of a football or rugby pitch debating the finer points of the beautiful game!
