For some time, capital bids have required the approval of whole health systems.  More recently, Regulators have required adjustments to capital plans to be allocated by system management.  From 2021/22 the direction of travel points to capital allocations being made on the basis of system totals, with organisational CDEL allocations being determined by system.  This creates a significant new role for systems, and a range of issues that need to be addressed before the next planning round. A system of allocation is needed that ensures that organisations are not undermined, but that system priorities are recognised.  It needs to ensure that those services that provide services across system boundaries are treated equitably, so that there can be investment in systems where the services are not provided by a host system provider.

This is a workshop event, where participants will be encouraged to express their views on the range of capital allocation issues that system allocations will present.
