  • A high level seminar for key professionals in the NHS

    The Health and Social Care Bill is affecting all aspects of NHS life, including the payment system.  This one-day event aims to provide finance professionals with the latest thinking – both in terms of managing tariff over the next year or so and in terms of more significant changes to processes which will be introduced over that timescale.

    The day will give delegates the opportunity to hear about and discuss issues such as:

    ·         Post discharge services – their provision and reimbursement

    ·         How to respond to Best Practice Tariffs

    ·         The benefits of increasing clinical engagement in finance and costing

    ·         Tariff in the future – the role of Monitor and the Commissioning Board – what it will mean for you

    ·         Tariff and mental health services – a stocktake

    Workshops may vary depending on future NHS developments.

          • 1A, Payment arrangements for emergency readmissions and post dischargetariffs

            After engaging with NHS colleagues, reviewing the impact of the emergency readmissions policy in Quarter 1, building on the work of the pilot sites and suggestions from commissioners, the emergency readmissions policy has been refined so that from 1 April 2012 it will be based on a clinical review of readmissions. The session will outline the policy and offer the opportunity for delegates to ask questions on the guidance for 2012-13.

          • 1B, The Casemix Service – development of ‘HRG4+’

            The session will focus on changes to the HRG4 design for the 2012-13 Local Payment Grouper, as well as highlighting proposed future developments of the HRG classification to respond to the needs of a changing national environment, with a particular emphasis on the importance of diagnostic coding beyond admitted patient care settings. It will also provide details of the ways in which NHS colleagues can actively inform and influence future casemix enhancements.

          • 1C, Developing pathway payment system for maternity services

            Introducing the new proposals for paying for maternity services in 2013-14, and why all organisations need to be involved in undertaking a 'shadow' year of operation from April 2012.

            The workshop will focus on explaining the 2012-13 package of best practice tariffs.

          • 2B, Mental Health and PbR

            2012-13 sees a major change with mental health care for working age adults and older people coming into the scope of Payment by Results. The session will focus on the steps that both commissioners and providers need to take during 2012-13 to ensure they have good information to support contracting on the basis of PbR currencies.

          • 2C, Costing and cost collection – driving up quality and getting clinical engagement in finance & costing

            Directors of Finance are required to sign off reference costs on the basis that: (a) the costing has been carried out in line with all current costing guidance as outlined in this reference costs guidance and the NHS Costing Manual; (b) the return has been reconciled internally and is a true and fair view in cost and activity terms of the services provided; (c) finance teams have actively engaged clinicians in the costing process; and (d) the Audit Commission’s quality checklist has been used to improve the quality of their return.
            The session will begin with an overview from the Department of Health team about key changes to the 2011-12 reference costs collection before leading into a case study from a Director of Finance showing how they ensure their organisation produce sound, accurate and timely reference costs that are right first time.
