Case Study: NHS East of England Hard Budget Plan
East of England SHA leads the country in support for PBC, with hard budget pilots already running in NHS Cambridgeshire, NHS South East Essex and NHS North East Essex, and ‘strong interest' in NHS Bedfordshire. A key challenge is that of aligning the correct financial and professional incentives for PBC to work effectively and the importance of developing appropriate information systems. This session will give the opportunity to learn from their experiences and progress to date.

Case Study: Improving Quality in Primary Care - The Quality Measurement Tool
The design of the Quality Measurement Tool was led by Nene Commissioning and developed in partnership with Northamptonshire PCT and the LMC. Its purpose is to provide practices with a mechanism for measuring and improving quality, to acknowledge strengths and lay the foundation for sharing good practice. It is made up of 4 sections:
• Delivery of high quality care for patients with long term conditions
• Measures of access to primary care
• Ensuring all practices engage with local healthcare economy issues
• Ensure all practices have organisational capabilities to support the delivery of appropriate healthcare within the practice
A key factor is its combination of quantitative and process measurements, which allow basic numerical scores to be tempered by allowance for practice differences to give a more realistic and supportive approach to measuring quality in general practice. This session will explore the achievements to date and what is planned for the future.
