HFMA are pleased to present this World Class Commissioning conference in association with the NHS Alliance.
This comprehensive one day conference will provide a unique opportunity for NHS professionals to think about what world class commissioning means to commissioners, where PBC fits, to learn from practical sessions and examples of best practice to enable their PCT and health community to become ‘world class’.
We are pleased to announce that Andrew Lansley, the Shadow Secretary of State for Health, has accepted our invitation to give the Closing Address.

WCC – Practice Based Commissioning and Clinical Leadership
This session will explore the place of Practice Based Commissioning within a World Class Commissioned NHS and the
importance of clinical leadership. It will highlight the importance of PCTs and PBCers working together, their
respective contribution and some of the challenges if they are to be truly 'on the road to becoming world class'.

WCC Competency – becoming world class in prioritising investment
Prioritising of investment is not only a competency in its own right but it draws on many of the others, such as
leadership, public and clinical engagement and use of data. This session will explore the opportunities that
“programme budgeting and marginal analysis” offers as a WCC competency, in theory and in practice.

WCC – Saving a Million Years of Life
East Lancashire PCT has been highly commended for their entry at the recent HSJ Awards. This PCT stresses an
understanding of the local health experience down to ward level, mapping existing services and identifying actions to
address the causes of ill health. Infrastructure has been strengthened to build capacity and improve health through
leadership and partnership. This session will give participants the opportunity to hear about how they have adopted
the WCC framework of vital signs, competences and governance to deliver its vision to Save a Million Years of Life by
2011.

through practical case studies the benefits of WCC and the key challenges for NHS finance professionals will be

Tackling Health Needs – Improving health and well-being
Tower Hamlets PCT – winners of the World Class Commissioning category at the HSJ Awards
A detailed three year commissioning plan was at the heart of a strategy to tackle health needs in the fourth most
deprived borough in the country. The judging panel commented on the “superb demonstration of a committed and
dynamic partnership across the whole system, tackling health inequalities to transform outcomes for deprived
communities”. This session will demonstrate how the implementation of the strategy has been underpinned by a
