Bill Shields
I am the Director of Finance and Performance with NHS South West, a post I commenced in January 2007. Prior to this I was Deputy Chief Executive/Chief Financial Officer at Portsmouth Hospitals NHS Trust whereI led organisational financial recovery, turning an £8 million projected overspend in 2003/04 into a £5 million actual surplus in 2005/06. In 2005, I spent time as Acting Director of Finance with the South East Hampshire Primary Care Trust Cluster where I turned a £30 million projected deficit into a small surplus in the space of nine months.
I have worked in most aspects of NHS finance in his career, eleven of which have been as a Finance Director in six different organisations. I am the immediate Past Chair of the Healthcare Financial Management Association and has been Chairman of both the Wessex and Eastern branches of the Association.
Why I wanted to be an HFMA Trustee:
Having worked my whole career in NHS Finance, I was always keen to give something back on training and development within the healthcare finance community. I have been able to contribute to policy development, networking and training in a way which has enhanced my own personal development
